Part II Amendment of the Juno Wind Energy Facility Environmental Authorisation, Western Cape Province

AMDA Juliett (Pty) Ltd (‘AMDA – the Applicant’) received Environmental Authorisation (EA) for the proposed development of the Juno Wind Energy Facility (WEF) on 30 April 2019 (DFFE Reference: 14/12/16/3/3/2/1074). The development site is located near the town Strandfontein, within the Matzikama Local Municipality and greater West Coast District Municipality, Western Cape Province. Following receipt of the EA, AMDA have conducted a Part II amendment application process of the authorised Juno WEF due to substantive change in project scope. The changes include amendments to the turbine specifications and generation capacity, and to include a Battery Energy Storage System (BESS) (DFFE Reference: 14/12/16/3/3/2/1074/AM1).

Arcus Consultancy Services South Africa Pty (Ltd) (‘Arcus’) has been appointed by the Applicant as the Project Manager responsible for the management of the application process. Ashlin Bodasing has been appointed as the independent environmental impact assessment practitioner (EAP) to undertake the Environmental Authorisation amendment application process.

Authorised NEMA Listed Activities: LN1 GN R327 11 (i); 14; 24 (ii); & 56 (ii). LN2 GN R325 1 & 15. LN3 GN R324 4; 10 & 18. No new activities will be applied for.

The Draft Amendment Report (Arcus, June 2021) was subjected to the required 30 day public comment and review from Friday, 11 June 2021 until Monday, 12 July 2021 (both days inclusive). The Public Participation Process took into consideration Chapter 2 and Chapter 6 (41, 42, 43, and 44) of GN R. 326 of the National Environmental Management Act, 1998 (Act 107 of 1998) (NEMA) Environmental Impact Assessment (EIA) Regulations, 2014 (as amended), promulgated under Section 24 (5) of the National Environmental Management Act (Act 107 of 1998 – NEMA), as amended. Comments received from the public and organ of states have been incorporated, addressed and responded to in the Final Amendment Report.

Following the 30 day public comment and review period, the Final Amendment Report has been submitted to the Department of Forestry, Fisheries and the Environment (competent authority) for decision, and is available for the public to view via this Arcus website.
