Project Description: Paulputs Wind Energy Facility South (RE) (Pty) Ltd (‘Paulputs South’) intend to apply for the construction and operation of the Paulputs South WEF Grid Connection and associated infrastructure – which includes a substation yard and BESS (hereon referred to as the ‘proposed development’). The preferred site layout and technical specifications of this proposed development were assessed by the specialists in the approved 300 MW Paulputs Wind Energy Facility (WEF) Environmental Impact Assessment (EIA), undertaken by Arcus Consulting Services South Africa (‘Arcus’) in 2019.
As part of the original Environmental Impact Assessment (EIA), three alternative Grid Connection options (A, B and C) and three alternative on-site substation options (A, B and C) were assessed. The Competent Authority (CA), DFFE, chose to only issue a favourable authorisation for the preferred Grid Connection option ‘C’ and on-site substation option ‘A’.
To comply with the Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) bidding requirements, the 300 MW Paulputs WEF is being split into the 150 MW Paulputs South WEF and 150 MW Paulputs North WEF (being split as part of a separate amendment application). The authorised Grid Connection option ‘C’ and on-site substation option ‘A’ will be used for Paulputs North WEF. A new authorisation for additional electrical infrastructure is thus required to connect Paulputs South WEF to the national grid.
Basic Assessment (BA) Process: One Environmental Authorisation Application and One Draft Basic Assessment Report has been submitted to the Department of Forestry, Fisheries and the Environment (DFFE), under the provisions of the National Environmental Management Act, 1998 (Act 107 of 1998) (NEMA), as amended, and the requirements of the relevant Environmental Impact Assessment (EIA) Regulations, as amended.
Invitation to comment: The Draft BA Report is being made available for public review and comment from Monday, 02 August 2021 to Wednesday, 01 September 2021 (both days inclusive). The BA report is subjected to compliance in accordance with EIA Regulations, 2014 (as amended) of the National Environmental Management Act, 1998 (Act 107 of 1998 – NEMA). The BA report and application have been submitted under Chapter 4. Moreover the processes take into consideration Chapter 2 Regulation 3 (1); (2) and (3) of the NEMA, 1998 (Act No. 107 of 1998)
