NOTIFICATION OF SUBMISSION OF THE FINAL BASIC ASSESSMENT REPORT
FOR THE PROPOSED EXPANSION OF THE DARLING NATIONAL DEMONSTRATION WIND FARM AND ASSOCIATED INFRASTRUCTURE (DARLING 1B WIND ENERGY FACILITY), WESTERN CAPE PROVINCE

Darling Wind Power (Pty) Ltd (The Applicant) is applying for environmental authorisation for the proposed expansion of the operational Darling National Demonstration Wind Farm (existing D1 WEF) to include two (2) wind turbine generators, associated infrastructure, and a Battery Energy Storage System (here-on referred to as the ‘proposed development’). The proposed development site is located on Portion 3 of Farm Slang Kop No. 552, approximately 9.5 km to the east of Yzerfontein and 12 km north west of the town of Darling. The existing Darling National Demonstration Wind Farm is located on the same property and access to the existing facility and proposed development is via the R315.
Arcus Consultancy Services South Africa Pty (Ltd) (‘Arcus’) was appointed by the Applicant as the Project Manager responsible for the management of the application process. Ashlin Bodasing has been appointed as the independent environmental impact assessment practitioner (EAP) to undertake the Basic Assessment (BA) process for Environmental Authorisation under Chapter 4 of the National Environmental Management Act, 1998 (Act 107 of 1998 – NEMA), as amended, for the proposed development.
The Draft Basic Assessment Report (Arcus, May 2021) was subjected to the required 30 day public comment and review from Tuesday, 25 May 2021 until Thursday, 24 June 2021 (both days inclusive). The Public Participation Process took into consideration Chapter 2 and Chapter 6 (41, 42, 43, and 44) of GN R. 326 of the National Environmental Management Act, 1998 (Act 107 of 1998) (NEMA) Environmental Impact Assessment (EIA) Regulations, 2014 (as amended), promulgated under Section 24 (5) of the National Environmental Management Act (Act 107 of 1998 – NEMA), as amended. Comments received from the public and organ of states have been incorporated, addressed and responded to in the Final Basic Assessment Report.
Following the 30 day public comment and review period, the Final Basic Assessment Report has been submitted to the Department of Forestry, Fisheries and the Environment (competent authority) for decision, and is available for the public to view via this Arcus website.
